Pursuant to Rule 900, of Imperial County Air Pollution Control District (ICAPCD) Rules and Regulations, the Air Pollution Control Officer (APCO) has made a preliminary decision to issue a renewal Title V Operating Permit to Imperial Irrigation District for the Rockwood Gas Turbine Plant facility located at 4195 Dogwood Road in Brawley, CA. This facility has been determined to be a Title V source due to it being subject to the standards under 40 CFR 60, Subpart GG. Operating Permit V-1365 will include conditions to ensure that all federal, state and local requirements will be satisfied. In addition, Pursuant to Rule 206, the ICAPCD has also made a preliminary decision to issue Authority to Construct Permits No. 1365A-1 and No. 1386A-1.

The Public has an opportunity to submit comments regarding this proposed decision and request that the ICAPCD hold a Public Hearing. Written comments will be received by the ICAPCD for a period of thirty (30) days after publication of this notice. The closing date for the submission of comments is July 24, 2023.
