NOTICE IS HEREBY GIVEN that a public hearing will be held on Monday, November 3, 2025 at 12:00 pm at the Imperial County Air Pollution Control District (ICAPCD) located at 150 South 9th St., El Centro, CA 92243. The purpose of this hearing is to consider a request from the Imperial Irrigation District (IID), located at 485 East Villa Avenue in El Centro, CA, for a Short Variance (No. 08-25SHT). The requested Short Variance is for Permit Condition No. B.3.c of Permit to Operate (PTO) No. 3964A-3, pertaining to the Reactive Organic Compounds (ROC) emission limits for Unit 3-2 at IID’s El Centro Generation Station (ECGS). The condition reads as follows:
B.3.c. “The Reactive Organic Compound emission concentration at each exhaust point shall not exceed 2.0 ppmv, on a dry basis, corrected to 15% O2, averaged over any 1- hour period, and 1.48 pounds per hour, verified by an annual compliance test.”
