Pursuant to Rule 206 of the Imperial County Air Pollution Control District (ICAPCD) Rules and Regulations, the Air Pollution Control Officer (APCO) has made a preliminary decision to grant Authority to Construct Permit No. 3582A-1 (Asphalt Plant) to Pyramid Construction and Aggregate, Inc. for modifications to the facility located at 839 Dogwood Road, Heber, California.

 

The proposed modifications consist of revising the facility's dust control requirements to utilize water as the sole dust suppressant measure. As a result of the proposed modification, the combined facility-wide emissions of Particular Matter (PM10) exceed the District's public notice threshold, thereby requiring public notice pursuant to District rules.

 

Authority to Construct Permit Nos. 3582A-1 will include conditions and operational limitations necessary to ensure compliance with all applicable ICAPCD rules and regulations.

 

The Public has an opportunity to submit comments on the above proposed permit. Written comments regarding the proposed decision will be received by the ICAPCD for a period of thirty (30) days after publication of this notice. The closing date for comments will be August 9, 2026. Please direct your comments to the attention of Jesus Ramirez, by mailing them to Imperial County Air Pollution Control District, 150 South Ninth Street, El Centro, CA 92243, or via e-mail at jesusramirez@co.imperial.ca.us.
