Pursuant to Rule 900, of Imperial County Air Pollution Control District (ICAPCD) Rules and Regulations, the Air Pollution Control Officer (APCO) has made a preliminary decision to issue a renewal Title V Operating Permit to Imperial Irrigation District for the Rockwood Gas Turbine Plant facility located at 4195 Dogwood Road in Brawley, CA. This facility has been determined to be a Title V source due to it being subject to the standards under 40 CFR 60, Subpart GG. Operating Permit V-1365 will include conditions to ensure that all federal, state and local requirements will be satisfied. In addition, Pursuant to Rule 206, the ICAPCD has also made a preliminary decision to issue Authority to Construct Permits No. 1365A-1 and No. 1386A-1.

 

The Public has an opportunity to submit comments regarding this proposed decision and request that the ICAPCD hold a Public Hearing. Written comments will be received by the ICAPCD for a period of thirty (30) days after publication of this notice. The closing date for the submission of comments is July 24, 2023. Request for Proposals (RFP) for

Salton Sea Communities – Urban Greening Projects

The Imperial County Air Pollution Control District (ICAPCD) is accepting proposals to reduce greenhouse gas emissions, and exposure to particulate matter (PM) and oxides of nitrogen (NOx) emissions, through the implementation of Urban Greening Projects within the Salton Sea Communities (Salton City, Vista del Mar, Salton Sea Beach, Desert Shores and Bombay Beach). Urban Greening grants may be awarded to a city, county, special district, non-profit, tribal government, or public agency or entity for projects to be implemented within the communities specified. Applicants must commit to the following criteria in order for projects to be considered for funding grants:

• Applicant must be the owner of the potential Urban Greening project area or have authority to construct and maintain the project on the property.

• Applicant must maintain the green space during the entire contract period, including tree maintenance up to and including removal and replacement of dead trees, and make project available for inspection to ICAPCD and/or CARB staff.

• Applicant is responsible for contacting Imperial County Agricultural Commissioner’s Office before obtaining any plant material originating from outside Imperial County to ensure all the requirements for movement of plant material into Imperial County are met.

• All property taxes must be current at the time of application and recipient is responsible for obtaining any permits required to do the project.

• Applicant or their sponsor must have financial capacity to complete, operate, and maintain the project.

Routine maintenance and rehabilitation projects are not eligible for funding. All proposals are due to the ICAPCD no later than the close of business (5:00 pm) on Friday, July 28, 2023, unless prior alternate arrangements are made with the ICAPCD. Funding Agricultural Replacement Measures For Emission Reductions (FARMER) –

Off-Road Agricultural Equipment Replacement Program

The Imperial County Air Pollution Control District (ICAPCD) has grant funds available under the FARMER Program to assist Imperial County individuals and businesses in reducing pollutants from diesel engines by replacing them with newer, cleaner technologies. Grants will be made available to qualified applicants subject to the requirements of the program.

 

Applications may be obtained by calling the ICAPCD at 442-265-1800 or visiting the ICAPCD website https://apcd.imperialcounty.org/grants/ under FARMER.

 

Applications will be considered based on cost effectiveness of the project(s) and on the date the application was received. Applications should be submitted to Miguel A. Heber 2, for the replacement of the existing vapor recovery maintenance unit. The project described herein will be conducted at the facility located at 855 Dogwood road, Heber CA. Authority to Construct Permit No. 2217A-7 will include conditions to ensure that all ICAPCD requirements will be satisfied.
