Pursuant to Rule 206 of the Imperial County Air Pollution Control District (ICAPCD) Rules and Regulations, the Air Pollution Control Officer (APCO) has made a preliminary decision to grant Authority to Construct Permit No. 4454A-2 (Asphalt Plant) and 4262A-2 (Aggregate Plant) to Pyramid Construction and Aggregate, Inc. for modifications to the facility located at American Girl Mine, Winterhaven, California.
The proposed modifications consist of revising the facility’s dust suppression measures and increasing the permitted hours of operation for the combustion source. As a result of the proposed modifications, the combined facility-wide
emissions of nitrogen oxides (NOx) exceed the District’s public notice threshold, thereby requiring public notice pursuant to District rules. Authority to Construct Permit Nos. 4454A-2 and 4262A-2 will include conditions and operational limitations necessary to ensure compliance with all applicable ICAPCD rules and regulations.
The Public has an opportunity to submit comments on the above proposed permit. Written comments regarding the proposed decision will be received by the ICAPCD for a period of thirty (30) days after publication of this notice. The closing date for comments will be July 26, 2026.
