The Imperial County Air Pollution Control District has received an application from City of El Centro Police Department for the operation of an emergency diesel powered generator, which will be located at 1150 W. Main St. El Centro, CA 92243. California Health & Safety Code Sec. 42301.6 requires that the Air District prepare a public notice and notify effected parties prior to approving an application for a permit to construct for a source which emits hazardous air emissions within 1,000 feet from the outer boundary of a school. This notice is being sent to the parents and

guardians of all children enrolled in schools within one-quarter mile of the proposed facility. Included is Lincoln Elementary School, as well as all addresses within 1,000 feet of the proposed facility.

The proposed emergency diesel powered generator could emit air contaminants, which the State of California has identified as hazardous. The law does not specify 3: threshold risk level; therefore, all new sources of hazardous air contaminants must be noticed regardless of whether or not they will have an adverse effect on human health and the environment. The emissions of hazardous pollutants associated with this project are not considered to be significant and should pose no considerable threat to students and faculty.

The proposed project, consisting of the installation and operation of a Cummins diesel engine rated 755 HP emergency diesel generator, has been fully reviewed by the Air Pollution Control Officer. It is expected to operate in compliance with the Rules and Regulations of the Air District. The project is not expected to pose a significant health threat to the community.

The application and supporting documentation may be examined at the office of the Imperial County Air Pollution Control District, located at 150 South 9ᵗʰ Street in El Centro, CA, and online at apcd.imperialcounty.org/public-notices/. Written comments regarding the proposed project will be received by the Air District for a period of 30-day public comment period, beginning [September 26, 2025] and ending on [October 27, 2025]. NOTICE IS HEREBY GIVEN that a public hearing will be held on Wednesday, October 8, 2025 at 12:00 pm at the Imperial County Air Pollution Control District (ICAPCD) located at 150 South 9th St., El Centro, CA 92243. The purpose of this hearing is to consider a request by Imperial County (I.C.) Property Services, for an emergency generator which serves the Imperial County Sheriff’s Office jail facility located at 328 Applestill Rd. in El Centro, CA, for a Regular Variance (04-25REG). The requested Regular Variance is for Permit Conditions C.12 and D.18 of Permit to Operate (PTO) No. 3015A-2, which pertain to the maintenance and testing operation limit and emissions testing requirement to demonstrate compliance with emissions limits for the GM Detroit Emergency Generator and its 630 hp diesel engine. The Permit Conditions are listed below: 

 

  • C.12.  The 195hp Onan and 630 Detroit emergency diesel engines shall not operate more than twenty (20) hours each per year for maintenance and testing purposes.

  • D.18.  Permittee shall demonstrate compliance with the NOx and CO limits for the Detroit diesel engine rated 630hp through emission compliance testing not less than once every 36 months. All emission rates shall be based on an hourly average. The frequency of compliance testing may be extended to not less than every 60 months if the emergency diesel engine operates less than 500 hours per 12-month calendar period (as demonstrated by operational logs and based on most recent source test data) and which emit less than 5 tons of NOx per 12-month calendar period.
