NOTICE IS HEREBY GIVEN that a public hearing will be held on Monday, November 3, 2025 at 12:00 pm at the Imperial County Air Pollution Control District (ICAPCD) located at 150 South 9th St., El Centro, CA 92243. The purpose of this hearing is to consider a request from the Naval Air Facility El Centro (NAFEC), located at 2024 Bennett Rd., El Centro, CA, for a Short Variance (No. 07-25SHT). The requested Short Variance is for Permit Condition No. 9 of Permit to Operate (PTO) No. 3113E-22, which pertains to the maintenance and testing operation limits for various diesel engines of emergency generators and a fire pump that operate at sites within NAFEC. The condition, as it pertains to the eight (8) identified units that will be out of compliance, is as follows:

NOTICE IS HEREBY GIVEN  that a public hearing will be held on Monday, November 3, 2025 at 12:00 pm at the Imperial County Air Pollution Control District (ICAPCD) located at 150 South 9th St., El Centro, CA 92243.  The purpose of this hearing is to consider a request from the Naval Air Facility El Centro (NAFEC), located at 2024 Bennett Rd., El Centro, CA, for a Short Variance (No. 06-25SHT).  The requested Short Variance is for Permit Condition No. C.13 of Permit to Operate (PTO) No. 2631A-2, which pertains to the maintenance and testing operation limit for a diesel engine of an emergency generator that operates at Building 565 at NAFEC.  The condition is as follows:   

C.13.   The 135bhp Cummins emergency diesel engine shall not operate more than twenty (20) hours per year for maintenance and testing purposes.

NOTICE IS HEREBY GIVEN that the public hearing to be held on Wednesday, August 20, 2025, at 12:00 pm at the Imperial County Air Pollution Control District office located at 150 South 9th Street, El Centro, CA 92243 has been rescheduled for Wednesday, November 12, 2025. The purpose of this hearing is to consider an appeal (04-24APL) made by Western Mesquite Mines, Inc. located at 6502 E. US Hwy. 78, Brawley, CA 92227. The appeal is for denial by the Air Pollution Control Officer regarding the removal of all “motor vehicles” from Permit to Operate No. 1920C-7, as per Imperial County Air Pollution Control District Rule 202.E.2.a, detailed below:

E.2 – Vehicles

E.2.a – Motor Vehicles as defined by the Vehicle Code of the State of California but not including any article, machine, equipment, or other contrivance mounted on such vehicle that would otherwise require a permit under the provisions of these rules and regulations.

Wednesday, October 8, 2025 at 12:00 p.m.

NOTICE IS HEREBY GIVEN that a public hearing will be held on Wednesday, October 8, 2025 at 12:00 pm at the Imperial County Air Pollution Control District (ICAPCD) located at 150 South 9th St., El Centro, CA 92243. The purpose of this hearing is to consider a request by Imperial County (I.C.) Property Services, for an emergency generator which serves the Imperial County Sheriff’s Office jail facility located at 328 Applestill Rd. in El Centro, CA, for a Regular Variance (04-25REG). The requested Regular Variance is for Permit Conditions C.12 and D.18 of Permit to Operate (PTO) No. 3015A-2, which pertain to the maintenance and testing operation limit and emissions testing requirement to demonstrate compliance with emissions limits for the GM Detroit Emergency Generator and its 630 hp diesel engine. The Permit Conditions are listed below: 

 

  • C.12.  The 195hp Onan and 630 Detroit emergency diesel engines shall not operate more than twenty (20) hours each per year for maintenance and testing purposes.

  • D.18.  Permittee shall demonstrate compliance with the NOx and CO limits for the Detroit diesel engine rated 630hp through emission compliance testing not less than once every 36 months. All emission rates shall be based on an hourly average. The frequency of compliance testing may be extended to not less than every 60 months if the emergency diesel engine operates less than 500 hours per 12-month calendar period (as demonstrated by operational logs and based on most recent source test data) and which emit less than 5 tons of NOx per 12-month calendar period.
