Air Pollution Control District Hearing Board Hearing

NOTICE IS HEREBY GIVEN that a public hearing will be held on Wednesday, May 7, 2025 at 12:00 pm at the Imperial County Air Pollution Control District (ICAPCD) located at 150 South 9^th St., El Centro, CA 92243.  The purpose of this hearing is to consider a request by the General Services Administration (GSA) / BRCS located at 1699 E. Carr Road, Calexico, CA, for a Regular Variance (02-25REG).  The requested Regular Variance is for Permit Conditions B.9 and D.17 of Permit to Operate (PTO) No. 2507A-3, pertaining to only the nitrogen oxides (NOx) emission limit and testing requirements.

The Permit Conditions are listed below: 

 

B.9.      The Detroit 568hp emergency diesel engine shall be limited to emit 9.44 lb/hr of NOx, 3.79 lb/hr of CO and 1.25 lb/hr of PM.

 

D.17    Permittee shall demonstrate compliance with the NOx and CO limits for the Detroit 568hp diesel engine through emission compliance testing not less than once every 36 months. All emission rates shall be based on an hourly average. The frequency of compliance testing may be extended to not less than every 60 months if the emergency diesel engine operates less than 500 hours per 12 month calendar period (as demonstrated by operational logs and based on most recent

source test data) and which emit less than 5 tons of NOx per 12 month calendar period.

NOTICE IS HEREBY GIVEN that a public hearing will be held on Wednesday, April 30, 2025 at 12:00 pm at the Imperial County Air Pollution Control District (ICAPCD) located at 150 South 9^th St., El Centro, CA 92243.  The purpose of this hearing is to consider a request by United States Gypsum Company (USG), located at 3810 W. Evan Hewes Hwy. in Imperial, CA for a Regular Variance (01-25REG).  The requested Regular Variance is for Condition B.2 of Permit to Operate No. 3542 as it pertains to the daily PM10 emission limit for Kiln #3 at the facility, which is listed below:

Appeal Hearing 05-24APL

NOTICE IS HEREBY GIVEN that the public hearing originally scheduled for Wednesday, March 19, 2025, at 12:00 pm at the Imperial County Air Pollution Control District office located at 150 South 9^th Street, El Centro, CA 92243 has been postponed until Wednesday, May, 21, 2025, at the same time and same location. The purpose of this hearing is to consider an appeal (05-24APL) by Western Mesquite Mines, Inc. located at 6502 E. Hwy. 78, Brawley CA 92227. The appeal is for denial by the Air Pollution Control Officer regarding the interpretation of Rule 206 and Rule 211 for an application for modification of Permit to Operate No. 1920C-7.

NOTICE IS HEREBY GIVEN that the public hearing originally scheduled to be held on Wednesday, March 19, 2025, at 12:00 pm at the Imperial County Air Pollution Control District office located at 150 South 9^th Street, El Centro, CA 92243 has been postponed until Wednesday, May 21, 2025, at the same time and location. The purpose of this hearing is to consider an appeal (04-24APL) made by Western Mesquite Mines, Inc. located at 6502 E. US Hwy. 78, Brawley, CA 92227. The appeal is for denial by the Air Pollution Control Officer regarding the removal of all “motor vehicles” from Permit to Operate No. 1920C-7, as per Imperial County Air Pollution Control District Rule 202.E.2.a, detailed below:

E.2 – Vehicles

E.2.a – Motor Vehicles as defined by the Vehicle Code of the State of California but not including any article, machine, equipment, or other contrivance mounted on such vehicle that would otherwise require a permit under the provisions of these rules and regulations.
