Funding Agricultural Replacement Measures For Emission Reductions (FARMER) –

Off-Road Agricultural Equipment Replacement Program

The Imperial County Air Pollution Control District (ICAPCD) has grant funds available under the FARMER Program to assist Imperial County individuals and businesses in reducing pollutants from diesel engines by replacing them with newer, cleaner technologies. Grants will be made available to qualified applicants subject to the requirements of the program.

 

Applications may be obtained by calling the ICAPCD at 442-265-1800 or visiting the ICAPCD website https://apcd.imperialcounty.org/grants/ under FARMER.

 

Applications will be considered based on cost effectiveness of the project(s) and on the date the application was received. Applications should be submitted to Miguel A. Coronel, APC Special Projects Coordinator II via e-mail: miguelcoronel@co.imperial.ca.us or at ICAPCD located at 150 South 9th Street, El Centro, CA 92243 by October 31, 2024 no later than 5 p.m.

Imperial County Air Pollution Control District is accepting applications

from Salton Sea Communities to receive In Home Air Purifiers

Imperial County Air Pollution Control District (ICAPCD) aims to reduce resident’s exposure to particulate matter by providing indoor air filtration units to residents within the Salton Sea Communities (Salton City, Vista del Mar, Salton Sea Beach, Dessert Shores, and Bombay Beach). Selected residents within these communities will be eligible for portable air purifiers, while supplies last. Funding for this program will be through the ICAPCD’s Community Air Protection Program. Applicants must commit to the following criteria in order to receive funding:

• Applicant must be the owner or renter of private residences or households within the Salton Sea Community.

• Applicants are limited to a single application per household.

• Applicant must submit proof of residency with an application. Acceptable forms include:

o Utility bill (gas, water, energy bill)

o Must have the applicant’s name and address on the document

• Applicant must maintain the air filtration equipment in a manner suitable for the type of air filtration equipment selected and should follow manufacturer specifications accordingly.

All applications are due to the ICAPCD no later than close of business (5:00 pm) on Friday September 27, 2024, unless prior alternate arrangements are made with ICAPCD. Please submit hard copy of application(s) to the following at ICAPCD:

El Distrito de Control de la Contaminación del Aire del Condado Imperial (ICAPC) tiene como objetivo reducir la exposición de los residentes a las partículas en suspensión al proporcionar unidades de filtración de aire para el hogar a los residentes de las comunidades de Salton Sea (Salton City, Vista del Mar, Salton Sea Beach, Dessert Shores y Bombay Beach). Los residentes seleccionados de estas comunidades serán elegibles para recibir purificadores de aire portátiles, hasta agotar existencias. La financiación para este programa se realizará a través del Programa de Protección del Aire Comunitario del ICAPCD. RULE 310 OPERATIONAL DEVELOPMENT FEE

ANNUAL ACCOUNTABILITY REPORT FY 2023-2024

On November 6, 2007, the Imperial County Air Pollution Control District Board of Directors adopted Rule 310 Operational Development Fee as a mechanism to help mitigate air impacts resulting from the operation of new commercial and residential developments in Imperial County. Redistribution of collected funds during a given fiscal year provide a sound method for emission reduction projects throughout Imperial County.

 

Section E.7 of Rule 310 requires the ICAPCD to prepare and publish on August 1st of each calendar year an annual accountability report which discloses the total

amount of off-site fees received; total monies spent; total monies remaining; a list of all projects funded; total emissions reductions realized; and the overall cost-effectiveness factor for the projects funded. The published report covers fiscal year 2023-2024.

Registration Open

for Imperial County APCD’s Lawn Equipment Exchange Program (LEEP)

Registration is now open for the 9th annual Lawn Equipment Exchange Program (LEEP), allowing Imperial Valley residents to exchange their dirty operable gas powered lawn mower for an electric mower, leaf blower, or string trimmer at a discounted price.

The Imperial County Air Pollution Control District is proud to announce registration has begun for the annual LEEP event (Lawn Equipment Exchange Program). Imperial Valley residents (participants must provide proof of residency) are eligible to participate in cleaning up our air while saving money and upgrading their equipment. The goal of the program is to improve air quality by exchanging older, polluting gasoline-powered residential lawn and garden equipment for new zero emission, battery-powered electric residential grade equipment for operation within the Imperial County. One equivalent operable gasoline-powered piece of lawn and garden equipment must be exchanged and scrapped to qualify for incentive funding towards battery-powered electric replacement equipment.

Last year APCD’s LEEP event exchanged a total of 227 pieces of equipment, which averaged to an emission reductions of 275.26 lbs/yr of Hydrocarbons and 41.16 lbs/yr of Nitrogen Oxide.

Residents have the opportunity to register and choose from one of the following STIHL products:

· RMA 460 Kit – Push Lawn Mower with Charger and Battery Pack, $125

·        RMA 460 V Kit – Self-Propelled Lawn Mower with Charger and Battery Pack, $300

·        BGA 57 Kit – Blower with Charger and Battery Pack, $75

·        FSA 57 Kit – String Trimmer with Charger and Battery Pack, $75

To take advantage of this offer, and because of limited quantities, residents must pre-register at the participating STIHL Dealerships listed below by close of business on April 30, 2024. Registration is on a first-come, first serve basis.

The exchange event will take place May 4, 2024 at SA Recycling Center located at 460 E. Holton Rd. in El Centro from 8:00 AM to 11:00 AM.

This year’s program is in cooperation with the STIHL and SA Recycling Center.

Prescribed Broadcast Burning Scheduled at U.S. Forest Service

Laguna Mountains, County of San Diego

The San Diego Air Pollution Control District has notified the Imperial County Air Pollution Control District of a scheduled prescribed broadcast burn at the Laguna Mountains on Wednesday, May 24th, 2023. The United States Forest Service will actively manage the prescribed burn of approximately 137 acres, and are scheduled to conclude the same day, May 24th, 2023.

 

Prescribed burns take place after careful planning and under controlled conditions. Controlling where the smoke will go is an important part of every prescribed burn. Prescribed burns serve as an effective tool to reduce the risk of wildfire. Broadcast burns are conducted when meteorological conditions are highly favorable, and create minimal impact to population centers.

WHAT: Prescribed broadcast burning of approximately 110 acres of grass.

WHEN: March 14, 2023 through March 16, 2023. Burning operations will begin at approximately 8:30 a.m. and conclude by sunset. Both areas are scheduled for March 14th, but may reschedule to March 15‐16, 2023 if scheduled burns cannot be completed in a timely and safe manner.

WHERE: The burn units are located near W. Sinclair Road and Boyle Rd. This is located 9 miles north of Westmorland, CA, and 6.5 miles northwest of Calipatria, CA.

WHY: The goal of this broadcast burn is to reduce the risk of wildfire. Broadcast burns improve the wildlife and game habitat for U.S. Fish & Wildlife Service. Prescribed fires are monitored by fire prevention agencies. The burn is conducted when meteorological conditions are highly favorable, and create no impact to population centers.

WHO: This prescribed burn is coordinated by the U.S. Fish & Wildlife Service, Imperial County APCD, and the California Air Resources Board. The multi‐agency coordination is done to minimize impacts on air quality of surrounding communities.
