The Imperial County Air Pollution Control District (ICAPCD) is accepting proposals to obtain electric charging infrastructure to support the emission reductions associated with Electric Vehicle (EV) deployment within the Assembly Bill (AB) 617 Community Corridor of El Centro-Heber-Calexico. Submitted proposals must be for the installation of electric charging infrastructure projects. Eligible applicants are limited to local school districts, public, private, government and transportation agencies within the AB 617 Community Corridor of El Centro-Heber-Calexico.

Proposals

Proposals must be in accordance with the California Air Resources Board’s (CARB) Carl Moyer Memorial Air Quality Standards Attainment Program (Moyer Program) and Community Air Protection Incentives 2019 Guidelines (CAP Guidelines). The applicant will be responsible for all permits and location approvals required for the project. Applicant is responsible for completing the Imperial Irrigation District (IID) Application for Service prior to beginning the project (https://www.iid.com/home/showpublisheddocument/12923/637853529709400000). All projects must be completed by Electric Vehicle Infrastructure Training Program (EVITP) certified electricians per Assembly Bill 841. The ICAPCD will select proposals that are eligible and cost-effective under the Moyer Program and CAP Guidelines. Applications may be obtained by visiting the Imperial County AB 617 website at https://www.icab617community.org/.

All proposals are due to the ICAPCD no later than the close of business (5:00 pm) on June 15, 2023, unless prior alternate arrangements are made with the ICAPCD. Please submit a hard copy of your proposal(s) to the following:

OFF ROAD EQUIPMENT REPLACEMENT PROGRAM

The Imperial County Air Pollution Control District (ICAPCD) has grant funds available under the Carl Moyer Program to assist Imperial County individuals and businesses in reducing pollutants from diesel engines by replacing them with newer, cleaner technologies. Grants will be made available to qualified applicants subject to the requirements of the program.

 

Applications may be obtained by calling the ICAPCD at 442-265-1800 or visiting the ICAPCD website https://apcd.imperialcounty.org/grants/ under Carl Moyer.

 

Applications will be considered based on cost effectiveness of the project(s) and on the date the application was received. Applications should be submitted to Miguel A. Pursuant to Rule 900, of Imperial County Air Pollution Control District (ICAPCD) Rules and Regulations, the Air Pollution Control Officer (APCO) has made a preliminary decision to issue a Title V Operating Permit to Western Mesquite Mines, Inc. for the gold mine ore processing and production facility located at 6502 E. Highway 78, Brawley, CA.  This existing

facility is required to obtain a Title V Operating Permit pursuant to Title 40 of the Code of Federal Regulations, Part 63, Subpart EEEEEEE – National Emission Standards for Hazardous Air Pollutants: Gold Mine Ore Processing and Production Area Source Category. The Title V Operating Permit, V-4005, will include conditions to ensure that all federal requirements will be satisfied. Pursuant to Rule 206, the ICAPCD has also made a preliminary decision to issue Authority

to Construct Permit No. 4005A-8. 

         

The public has an opportunity to submit comments regarding this proposed decision and request that the ICAPCD hold a Public Hearing. Written comments will be received by the ICAPCD for a period of thirty (30) days after publication of this notice. The closing date for the submission of comments is May 1, 2023. WHAT: Prescribed broadcast burning of approximately 110 acres of grass.

WHEN: March 14, 2023 through March 16, 2023. Burning operations will begin at approximately 8:30 a.m. and conclude by sunset. Both areas are scheduled for March 14th, but may reschedule to March 15‐16, 2023 if scheduled burns cannot be completed in a timely and safe manner.

WHERE: The burn units are located near W. Sinclair Road and Boyle Rd. This is located 9 miles north of Westmorland, CA, and 6.5 miles northwest of Calipatria, CA.

WHY: The goal of this broadcast burn is to reduce the risk of wildfire. Broadcast burns improve the wildlife and game habitat for U.S. Fish & Wildlife Service. Prescribed fires are monitored by fire prevention agencies. The burn is conducted when meteorological conditions are highly favorable, and create no impact to population centers.

WHO: This prescribed burn is coordinated by the U.S. Fish & Wildlife Service, Imperial County APCD, and the California Air Resources Board. The multi‐agency coordination is done to minimize impacts on air quality of surrounding communities.

Registration Open

for Imperial County APCD’s Lawn Equipment Exchange Program (LEEP)

Registration is now open for the 8th annual Lawn Equipment Exchange Program (LEEP), allowing Imperial Valley residents to exchange their dirty operable gas powered lawn mower for an electric mower, leaf blower, or string trimmer at a discounted price.

The Imperial County Air Pollution Control District is proud to announce registration has begun for the annual LEEP event (Lawn Equipment Exchange Program). Imperial Valley residents (participants must provide proof of residency) are eligible to participate in cleaning up our air while saving money and upgrading their equipment. The goal of the program is to improve air quality by exchanging older, polluting gasoline-powered residential lawn and garden equipment for new zero emission, battery-powered electric residential grade equipment for operation within the Imperial County. One equivalent operable gasoline-powered piece of lawn and garden equipment must be exchanged and scrapped to qualify for incentive funding towards battery-powered electric replacement equipment. Last year APCD’s LEEP event exchanged a total of 249 pieces of equipment, which averaged to an emission reductions of 293.43 lbs/yr of Hydrocarbons and 44.56 lbs/yr of Nitrogen Oxide. Residents have the opportunity to register and choose from one of the following EGO products:

·      56V 21” (LM2101) Push Lawn Mower with Charger and Battery Pack, $125

·      56V 21” (LM2102SP) Self-Propelled Lawn Mower with Charger and Battery Pack, $300

·      56V 530 CFM (LB5302) Blower with Charger and Battery Pack, $75

·      56V 15” (ST1502SA) String Trimmer with Charger and Battery Pack, $75

To take advantage of this offer, and because of limited quantities, residents must pre-register at https://thegreenstationproducts.com/imperial-county/ or call 1(818) 400-2971 by 3PM on May 5, 2023. Registration is on a first-come, first serve basis.

The exchange event will take place May 6, 2023 at SA Recycling Center located at 460 E. Holton Rd. in El Centro from 8:00 AM to 11:00 AM.

This year’s program is in cooperation with the Greenstation LLC and SA Recycling Center.

Pursuant to Rules 900 and 901, of the Imperial County Air Pollution Control District (ICAPCD) Rules and Regulations, the Air Pollution Control Office (APCO) has made a preliminary decision to issue a renewal Title V Operating Permit and renewal Acid Rain Permit to Imperial Irrigation District, El Centro Generating Station, located at 485 East Villa Avenue, El Centro, California. This facility has been determined as a major source of emissions for nitrogen oxides, carbon monoxide, sulfur dioxide, and particulate matter (PM10). The Title V Operating Permit will include conditions to ensure that all Federal and District requirements will be satisfied.

 

The Public has an opportunity to submit comments regarding this proposed decision and request that the ICAPCD hold a Public Hearing. Written comments will be received by the ICAPCD for a period of thirty (30) days after publication of this notice. The closing date for the submission of comments is April 7, 2023. Dando conformidad a las reglas 900 y 901, de las Reglas y Reglamentos del Distrito de Contaminación del Aire del Condado de Imperial (ICAPCD), el Oficial de Control de Contaminación del Aire (APCO) ha tomado una decisión preliminar para renovar el Permiso Operativo-Title V y renovar el permiso de Lluvia Acida al Distrito de Irrigación de Imperial, Estación de Generación de El Centro, ubicada en 485 East Villa Avenue, El Centro, California. Esta planta ha sido determinada como una fuente mayor de generación de oxidos de nitrogeno, monóxido de carbono, óxidos de azufre y material particulado (PM10). El Permiso Operativo-Title V No. V-2152 incluirá condiciones para asegurar que todos los requisitos federales y del ICAPCD estarán en cumplimiento.
