Pursuant to Rule 206 of Imperial County Air Pollution Control District (ICAPCD) Rules and Regulations, the Air Pollution Control Officer (APCO) has made a preliminary decision to grant an Authority to Construct permit to Ormat Nevada, Inc. for the addition of a new 10.2 MW Ormat Energy Converter Unit to the existing Ormesa 1 power plant (Project). The Project described herein will be conducted at the facility located at 3302-C E. Evan Hewes Hwy, Holtville CA. Authority

to Construct Permit No. 1716G-2 will include conditions to ensure that all ICAPCD requirements will be satisfied.  Finally,

the Project is exempt from evaluation pursuant to the California Environmental Quality Act (sections 15061 & 15062).

 

The Public has an opportunity to submit comments on the above proposed permit. Registration Open

for Imperial County APCD’s Lawn Equipment Exchange Program (LEEP)

Registration is now open for the 9th annual Lawn Equipment Exchange Program (LEEP), allowing Imperial Valley residents to exchange their dirty operable gas powered lawn mower for an electric mower, leaf blower, or string trimmer at a discounted price.

The Imperial County Air Pollution Control District is proud to announce registration has begun for the annual LEEP event (Lawn Equipment Exchange Program). Imperial Valley residents (participants must provide proof of residency) are eligible to participate in cleaning up our air while saving money and upgrading their equipment. The goal of the program is to improve air quality by exchanging older, polluting gasoline-powered residential lawn and garden equipment for new zero emission, battery-powered electric residential grade equipment for operation within the Imperial County. One equivalent operable gasoline-powered piece of lawn and garden equipment must be exchanged and scrapped to qualify for incentive funding towards battery-powered electric replacement equipment.

Last year APCD’s LEEP event exchanged a total of 227 pieces of equipment, which averaged to an emission reductions of 275.26 lbs/yr of Hydrocarbons and 41.16 lbs/yr of Nitrogen Oxide.

Residents have the opportunity to register and choose from one of the following STIHL products:

· RMA 460 Kit – Push Lawn Mower with Charger and Battery Pack, $125

·        RMA 460 V Kit – Self-Propelled Lawn Mower with Charger and Battery Pack, $300

·        BGA 57 Kit – Blower with Charger and Battery Pack, $75

·        FSA 57 Kit – String Trimmer with Charger and Battery Pack, $75

To take advantage of this offer, and because of limited quantities, residents must pre-register at the participating STIHL Dealerships listed below by close of business on April 30, 2024. Registration is on a first-come, first serve basis.

The exchange event will take place May 4, 2024 at SA Recycling Center located at 460 E. Holton Rd. in El Centro from 8:00 AM to 11:00 AM.

This year’s program is in cooperation with the STIHL and SA Recycling Center.

RULE 310 OPERATIONAL DEVELOPMENT FEE

ANNUAL ACCOUNTABILITY REPORT FY 2022-2023

On November 6, 2007, the Imperial County Air Pollution Control District Board of Directors adopted Rule 310 Operational Development Fee as a mechanism to help mitigate air impacts resulting from the operation of new commercial and residential developments in Imperial County. Redistribution of collected funds during a given fiscal year provide a sound method for emission reduction projects throughout Imperial County.

 

Section E.7 of Rule 310 requires the ICAPCD to prepare and publish on August 1st of each calendar year an annual accountability report which discloses the total amount of off-site fees received; total monies spent; total monies remaining; a list of all projects funded; total emissions reductions realized; and the overall cost-effectiveness factor for the projects funded. The published report covers fiscal year 2022-2023.
